Concept of Chemical Leasing
Political Instrument

Chemical Leasing (ChL) is not only a business model, it can also serve as a policy tool. In this function it should be supported by the international community. Arguments for the use of ChL as a policy tool are:

  1. Emission reduction without economic burden but with economic benefits for industry
  2. Increased responsibility of the producers reduces risks
  3. Know how and technology transfer
In the European Parliament resolution of 13 September 2011 on an effective raw materials strategy for Europe (2011/2056(INI)), Chemical Leasing was explicitly mentioned as an innovative concept which should be actively supported by the European Commission. (see link)

The Government of the Republic of Serbia also recognizes the importance of Chemical Leasing and its close relation with provisions of REACH (Regulation (EC) 1907/2006 and principles of SAICM. Serbian Chemicals Agency has committed to promote the Chemical Leasing concept at the national level and to take an active part in the broad international discussions. An official statement from the Agency could be seen at the page downloads.

The Ministry of Environment of Colombia is also strongly committed to include Chemical Leasing in its national strategy as an innovative tool to minimize hazardous waste in industry.

Chemical Leasing and SAICM

More than 100 representatives from governmental institutions, industries, IGOs and NGOs participated in the UNIDO-Austria side event on Cleaner Production and Chemical Leasing that took place in parallel to the International Conference on Chemical Management in Dubai, on 6 February 2006. The participants concluded that The Global Action Plan of the SAICM process and the Quick Start Programme should support the international dissemination of Cleaner Production and Chemical Leasing projects.
