Concept of Chemical Leasing
Involvement of UNIDO

Chemical Leasing (ChL) can be applied all over the world (see international activities). Consequently, international organisations are involved in the development and implementation of ChL business models.

The UNIDO (United Nations Industrial Development Organization) is a main supporter of ChL, and has established an international multi-stakeholder working group with representatives of industries, governments, quality assurance institutions, the consultancy sector and UNIDO. At national level, ChL projects are implemented in close cooperation with the respective National Cleaner Production Centres (NCPCs). These Centres are partners of the UNIDO/UNEP Global Resource and Efficient Cleaner Production (RECP) Network, which presently includes 50 National Cleaner Production Centres. The first pilot projects started in 2005 in close cooperation with the NCPCs in Egypt, Mexico and the Russian Federation (St.Petersburg), followed by Sri Lanka, Serbia and Colombia in 2008. Additional ChL activities started in cooperation with the NCPCs in Brazil, Croatia and Nicaragua.

The NCPCs' general mission is to:

  • increase productivity by ensuring a more efficient use of raw materials, energy and water
  • promote better environmental performance through reduction at source of waste and emissions
  • reduce the environmental impact of products throughout their life cycle by the design of environmentally friendly and cost-effective products
As an efficient policy instruments for sustainable chemicals management, ChL can help to achieve these targets.
The following activities of UNIDO are of high priority for the further implementation of ChL:
  • capacity building for the existing Resource Efficient and Cleaner Production (RECP) network (see link)
  • monitoring of existing activities in developing and transition countries
  • development of demonstration projects for the coordination of CP and ChL
  • training of national experts on CP and related issues
  • promotion of ChL at international level
  • elaboration of instruments (tool kit) to promote and implement ChL at company level
  • cooperation of UNIDO with industry on association and company level to further develop and implement ChL
  • technical assistance for companies
